Sir,

With reference to your Circular Despatch of the 16th. May, 1912, and in continuation of my Confidential Despatch y of the 24th. June, I have the honour to transmit a statistical

return of the imports and exports of raw opium during 1914. You will observe that the amount of uncertified opium imported and exported is shewn separately, as this opium is now imported only by the Government Opium Monopoly, or the liacau Opium Farmer to whom it is re-exported from here.

A statement is also included shewing the out- -put and sales of prepared opium by the Opium Monopoly in respect of the period of 10 months March 1st. to December 31st. The quantity of prepared opium sold by the opium farmer during the months of January and February immediately prior to the institution of the Monopoly cannot be ascertained, though the quantity of opium prepared during that period is shown.

I also enclose copies of the laws, regulations, Government notifications etc., dealing with opium which were issued during the period. Of these the most important are the
